If you run a big shop, a chain outlet or any restaurant in Pakistan, FBR POS integration is not optional. It means every bill your POS prints is sent to the FBR in real time. By September 2026, 13,731 businesses with 37,770 outlets were already connected, and FBR keeps checking who is missing.
Here's who must do it, what happens if you don't, and how to get connected without stopping your business.
What is FBR POS integration?
Your POS (point of sale) software is connected to FBR's system over the internet. When you make a sale:
- your POS sends the bill details to FBR
- FBR sends back a unique FBR invoice number
- the printed bill shows that number and a QR code
Customers can scan the QR code with FBR's Tax Asaan app to check that the bill is real. That's how FBR knows the sales tax you collect is actually reported.
Who must integrate?
1. Tier-1 retailers. According to FBR, you're Tier-1 if any one of these is true:
| You are Tier-1 if… | Example |
|---|---|
| your shop is part of a national or international chain | a branch of a clothing or shoe brand |
| your shop is in an air-conditioned mall or plaza (kiosks excluded) | a shop in a big mall |
| your electricity bills in the last 12 months total more than Rs 1.2 million | a large supermarket |
| you are a wholesaler-cum-retailer importing and selling in bulk and to the public | a big cash-and-carry |
| your shop is 1,000 square feet or bigger | a large store or showroom |
It doesn't matter what you sell. Bakeries and sweet shops count too if they meet a test. Newer rules have added more tests, such as accepting card payments, so check with your tax advisor if you're close to any limit.
2. All restaurants, cafes and snack bars, whether or not they are Tier-1.
3. Online sales by Tier-1 retailers. Your website must report sales to FBR and show the FBR invoice number and QR code too.
Coming soon: FBR has drafted rules to bring more businesses in, such as hotels, marriage halls, schools and couriers. They weren't final when we wrote this.
What if you don't integrate?
- A heavy fine. FBR's own FAQ says Rs 1 million for a Tier-1 retailer who fails to integrate. The amounts have been changed several times since, so check the latest rules.
- Less input tax. You can claim back less of the sales tax you paid on purchases.
- Your shop can be sealed. Since 2025, FBR can seal a Tier-1 outlet that issues unverified bills or stays disconnected for more than 48 hours.
- Skipping the POS is worse. Hiding sales from an integrated POS can bring a penalty of Rs 500,000 or 200% of the tax, whichever is higher, and even jail. Software vendors who help can be punished too.
How to integrate, step by step
- Register for sales tax if you haven't already, and keep your IRIS login ready.
- Use POS software that supports FBR integration. Ask your vendor directly: "Do you connect to FBR, print the FBR invoice number and QR code, and keep bills safe when the internet is down?"
- Register your outlets and POS machines on IRIS to get the IDs your software needs.
- Connect and test. Your vendor sets up the connection and makes test sales until the FBR invoice number comes back on every bill.
- Go live, then scan a few receipts with the Tax Asaan app to confirm they show up.
Keep it running
- Internet backup: keep a second connection (a 4G device is enough). Offline bills must be sent within 24 hours of reconnecting, and more than 48 hours offline risks sealing.
- Train cashiers: every sale goes through the POS, including returns and exchanges, so your totals match what FBR sees.
- Check daily: look for any bill without an FBR number and fix it the same day.
Quick answers
Is a small kiryana store required to integrate? Usually not, unless it meets a Tier-1 test (for example, it's 1,000 sq ft or bigger). Many shops still use POS software for billing and stock. See our guide to POS software for grocery stores.
Do I pay FBR for integration? FBR's integration service itself is free. You pay your POS vendor for the software and setup.
I'm in Punjab, Sindh or KPK. Is FBR the only one? Restaurants and services may also need to connect with their provincial revenue authority (for example PRA in Punjab). Ask your vendor to cover both.
